Amends Hawaii Revised Statutes Section 183C-6(b) to modify the permit decision timeline for conservation districts.

Changes the 180-day permit decision deadline by making a 90-day extension mandatory (rather than discretionary) when an environmental impact statement or contested case hearing is required.

Specifies that the 90-day extension runs "beyond the time necessary to complete the requirements of chapter 343 or chapter 91" rather than being available "at the request of the applicant."

Allows the board to approve additional extension requests submitted by applicants beyond the initial 180-day period plus 90-day extension.

Takes effect upon approval.
