Prohibits the sale, offer to sell, purchase, trade, possession with intent to sell, or barter of parts or products from endangered species including elephants, rhinoceroses, tigers, great apes, lions, pangolins, cheetahs, jaguars, leopards, and hippopotamuses.

Prohibits trade in parts or products from marine species (sea turtles, monk seals, narwhals, whales, walrus) and sharks/rays listed as endangered or threatened under federal law or the Convention on International Trade in Endangered Species.

Prohibits trade in mammoth parts or products despite the species being extinct.

Establishes exceptions for bona fide antiques at least 100 years old, educational or scientific purposes, museum distributions, estates/inheritances, and certain musical instruments or guns manufactured by 1975 containing less than 20 percent animal material.

Creates misdemeanor penalties with mandatory fines of $200 for first offense, $1,000 for second offense within five years, and $2,000 for third or subsequent offenses within five years, with contraband forfeiture; enforcement begins June 30, 2017.
