Insurance commissioner shall establish and convene a working group to evaluate balance billing issues in Hawaii.

Working group membership includes the insurance commissioner (chair), legislative representatives, state agencies, and representatives from medical associations, health insurers, and the air ambulance industry.

Working group shall examine the extent of balance billing in the state, relevant data and cases, state and national mitigation efforts, and whether appropriate billing amounts should be established for nonparticipating healthcare providers.

Working group shall submit findings and recommendations to the legislature no later than twenty days before the 2017 regular session convenes.

Working group ceases to exist on June 30, 2017.
