Reduces the surcharge on behavior analyst licenses and renewals from $100 to $50 to reduce financial burden and encourage licensure.

Temporarily exempts direct support workers who provide Medicaid home and community-based services from behavior analyst licensing requirements through January 1, 2019.

Allows direct support workers to continue implementing intervention and assessment plans under supervision without being licensed, provided they do not design the plans.

Ensures continued availability of behavior intervention services for Medicaid waiver recipients while the state builds an adequate professional and paraprofessional workforce.

Takes effect upon approval, with the exemption for direct support workers retroactively applied to January 1, 2016.
