Establishes registration requirements for veterinary technicians effective July 1, 2018, under the Department of Commerce and Consumer Affairs.

Requires veterinary technicians to pass the Veterinary Technician National Examination and meet one of three qualification pathways: completion of an AVMA-accredited program, reciprocal licensure from another state, or five years of practical experience in Hawaii (before July 1, 2021).

Restricts use of titles "veterinary technician," "registered veterinary technician," "RVT," and "VT" to registered individuals only.

Defines scope of veterinary technology practice to include monitoring anesthesia, intubating, dental cleaning, intravenous catheter placement, and laboratory management activities, all requiring direct veterinarian supervision.

Appropriates $30,000 from the compliance resolution fund for fiscal year 2016-2017 to implement the registration program, with costs recovered through a $50 surcharge on each veterinary technician registration and renewal.
