Authorizes the Board of Dental Examiners, Hawaii Medical Board, Board of Nursing, and Board of Pharmacy to deny licenses to applicants who have been disciplined by another state or federal agency.

Allows these boards to impose disciplinary action against current licensees who were disciplined by another state or federal agency, with licensees having 20 days to request a hearing after receiving a proposed order.

Prohibits licensees from practicing in Hawaii until a final disciplinary order is issued if they were prohibited from practicing in another state.

Establishes that certified copies of out-of-state disciplinary actions constitute prima facie evidence and requires all final discipline orders to be public record.

Applies reciprocal discipline provisions to physicians (including osteopathic), physician assistants, nurses, dentists, and pharmacists.
