Requires consumer credit reporting agencies to create a record for protected consumers (minors under age 16 and incapacitated persons) who lack an existing credit file.

Permits a representative of a protected consumer to place a security freeze on the protected consumer's credit report or record by submitting proof of identification, authority, and paying a fee (maximum $5).

Prevents consumer credit reporting agencies from releasing a frozen credit report or record except in specific circumstances, including credit monitoring subscriptions and certain lawful purposes.

Security freeze remains in effect until removed by the protected consumer or their representative, or if based on material misrepresentation of fact.

Exempts certain entities from freeze requirements including credit file monitoring services, criminal record databases, employment screening agencies, and tenant screening services.
