Changes the pro rata apportionment of vehicle license and registration fees that rental car companies can pass to customers from 1/365th to 1/300th of annual fees for each full or partial twenty-four-hour rental day.

Allows rental car lessors to recover a larger portion of mandatory government fees while still preserving consumer transparency by itemizing charges.

Requires the motor vehicle rental industry to report to the legislature no later than twenty days before the 2018 regular session on the effect of this change, including average recovery fees per customer, profit margins, and vehicle service time.

Sunsets on June 30, 2019, but amendments to section 437D-8.4 are exempt from the statutory repeal scheduled for December 31, 2027.

Takes effect on June 22, 2022.
