Permits drivers to display electronic insurance identification cards on mobile electronic devices as valid proof of insurance, in addition to paper cards for motor vehicles, motorcycles, and motor scooters.

Requires electronic insurance cards to be accessed directly through the licensed insurer's website in real-time on a mobile electronic device, and allows law enforcement officers to view only the insurance card when displayed.

Establishes that the driver or owner assumes all liability for any damage to the mobile electronic device when presenting it to law enforcement.

Applies to motor vehicle insurance under sections 431:10C-107 and motorcycle/motor scooter insurance under section 431:10G-106.

Takes effect on July 1, 2016.
