Adds definitions for "electronic smoking device," "e-liquid," "disposable electronic smoking device," and "reusable electronic smoking device" to chapter 245, Hawaii Revised Statutes.

Expands the definitions of "dealer," "retailer," "wholesaler," and "sale" to include electronic smoking devices and e-liquid alongside cigarettes and tobacco products.

Increases the annual license fee for wholesalers and dealers from $2.50 to $250.

Increases the annual retail tobacco permit fee from $20 to $50.

Effective January 7, 2059.
