Changes motor vehicle safety inspection requirements from annual (every 12 months) to biennial (every 24 months) for most vehicles including motorcycles, trailers, and antique motor vehicles with a gross vehicle weight rating of 10,000 pounds or less.

Removes the provision that exempted vehicles from inspection within two years of first sale.

Cites a 2015 Government Accountability Office report finding that annual inspection programs do not produce conclusive evidence of improving vehicle safety, with crash rates varying little after states eliminated inspection programs.

Acknowledges that the current annual inspection program creates hardship for Hawaii residents, particularly in rural areas, due to decreased availability of safety inspectors and limited business hours.

Takes effect upon approval.
