Increases first violation penalty from 10% of back wages or $25 per offense to 25% of back wages or $250 per offense, with a maximum of $2,500.

Increases second violation penalty (within 2 years of first violation) from $100 per offense to $500 per offense, with a maximum of $5,000, and maintains the back wages amount comparison.

Increases third violation penalty (within 3 years of second violation) to double the back wages or $1,000 per offense (up to $10,000 maximum), and adds a three-year suspension from new public works projects.

Third violation suspension takes effect on the later of 21 days after violation notification or upon issuance of a final decision.

Effective date is July 1, 2016.
