Expands the definition of "public work" subject to Hawaii's prevailing wage law (Chapter 104, HRS) to include any development, construction, renovation, or maintenance on public lands regardless of funding source or contracting parties.

Requires prevailing wages for projects on public lands or where public lands are used as collateral for financing, with limited exemptions for certain housing projects under $500,000 and farm dwellings on agricultural property.

Defines "public lands" to include all state and county-owned property, and "governmental contracting agency" to include private lessees of public lands who contract for work on those lands.

Grants the Department of Labor enforcement authority over prevailing wage compliance for work on public lands, including work contracted by private lessees, and allows termination of contracts for non-compliance.

Appropriates unspecified general revenue funds to the Department of Labor and Industrial Relations for fiscal year 2016-2017 to enforce prevailing wage requirements under Chapter 104, HRS, effective July 1, 2091.
