Clarifies that developers of residential projects within designated school impact districts must pay school impact fees even when the Hawaii Housing Finance and Development Corporation or county housing agencies participate in the development.

Extends school impact fee requirements to projects processed under Hawaii Revised Statutes sections 46-15.1 and 201H-38, including all government housing projects.

Permits fee in lieu funds in urban Honolulu (Kalihi to Ala Moana school impact district) to be used for purchasing completed construction, constructing new school facilities, improving or renovating existing structures for school use, or leasing land or facilities for school use.

Restricts fee in lieu funds outside urban Honolulu to school site land acquisition and related expenses only, prohibiting use for maintenance, operations, construction costs, or administrative expenses.

Takes effect July 1, 2016.
