Establishes a Hawaii energy storage system rebate program administered by the Hawaii green infrastructure authority to provide rebates for eligible energy storage systems installed after December 31, 2016.

Defines eligible energy storage systems as battery storage facilities with minimum capacity requirements (2.5 kW continuous power and 5 kWh stored energy for residential/commercial; 2.5 MW and 5 MWh for utility-scale) and manufacturer warranties of at least 10 years for residential/commercial or 20 years for utility-scale systems.

Creates tiered rebate amounts based on property type and income level, with higher rebates for lower-income residential users (75% for single filers earning $75,000 or less, 50% for those earning $75,000-$150,000, and 25% for higher incomes).

Transfers funds from the Hawaii green infrastructure special fund to create a new energy storage system fund, with limits on expenditures for commercial and utility-scale energy storage systems and caps on individual rebate amounts (amounts left blank in bill).

Takes effect July 1, 2030, and authorizes appropriations from the Hawaii green infrastructure special fund and energy storage system fund for implementation (specific amounts left blank in bill).
