Proposes constitutional amendment to Article III, Section 4 of Hawaii State Constitution establishing legislative term limits of 12 consecutive years for House members and 12 consecutive years for Senate members.

Term limits apply to terms beginning with the general election of 2020 and going forward.

Allows legislators to serve additional terms after a hiatus of at least one full term in the respective chamber once the 12-year limit is reached.

Requires voter approval through statewide ballot referendum with the question: "Shall members of the legislature be limited to serving a maximum of twelve consecutive years in the house of representatives and twelve consecutive years in the senate, for terms beginning on the general election of 2020?"

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution (requiring legislative passage and voter approval).
