Establishes a temporary advisory law enforcement employment standards and training board housed in the Department of the Attorney General to develop statewide standards for law enforcement officers who carry firearms and wear badges.

Board composition includes the state sheriff, six public members appointed by the governor (with specified backgrounds in criminal justice, law, and human resources), and invited chiefs of police from the four counties.

Board shall recommend employment and training standards by January 7, 2019, including age, education, background checks, psychological tests, and physical ability requirements, after public review and at least two public hearings.

Government agencies may voluntarily implement the recommended standards; implementation is not mandatory and poses no county mandate under the Hawaii Constitution.

Board terminates on June 30, 2021, with an unspecified appropriation from general revenues for fiscal year 2016-2017.
