Establishes the Office of Aerospace Development in the Department of Business, Economic Development, and Tourism with authority to hire an executive director ($100,000 annually), business development officer ($80,000), program manager ($70,000), and administrative support ($48,000), subject to funding.

Creates the Pacific International Space Center for Exploration Systems (PISCES) as a division of the Office of Aerospace Development located on the island of Hawaii, authorized to hire an administrator ($82,000), business development officer ($70,000), program specialist ($60,000), and administrative support ($48,000).

Reduces the PISCES advisory board from ten to seven members, eliminating ex officio positions and streamlining membership to include six members from government, industry, and academia plus one NASA representative.

Directs PISCES staff to promote Hawaii as an aerospace research destination, solicit aerospace businesses, work with government agencies on aerospace projects, and encourage job creation in aerospace, aviation, technology, and robotics sectors.

Simplifies PISCES' annual reporting requirement from detailed business plan submissions to a summary of significant accomplishments, activities, and partnership development status due by September 1 each year; effective July 1, 2017.
