Requires counties to regulate transportation network companies and issue permits; companies must pay an annual $10,000 airport permit fee to the Department of Transportation to authorize driver pickups and discharges at state airports.

Mandates transportation network companies and drivers maintain primary motor vehicle insurance with minimum coverage of $100,000 per person/$200,000 per accident for liability, plus uninsured/underinsured motorist, personal injury protection, and collision/comprehensive coverage.

Establishes driver qualification requirements including criminal background checks, traffic violation reviews, physical examinations every four years, one year Hawaii driving experience, fingerprinting, and hands-free device use; prohibits drivers with certain convictions or violations.

Requires transportation network companies to implement zero tolerance drug and alcohol policies, conduct investigations of rider complaints, maintain two-year records, display driver photos and vehicle license plates to riders, provide electronic receipts, and prohibit street hails and cash payments.

Applies nondiscrimination, accessibility, and consumer protection requirements to both transportation network companies and taxicab companies, including accommodation for wheelchair-accessible vehicles and service animals.
