Amends Hawaii Revised Statutes Section 302D-28 to prohibit payment of teacher incentive bonuses and other legally-required compensation from charter school per-pupil or facilities funding.

Requires that funds for teacher bonuses, including hard-to-fill placement incentives and National Board certification bonuses, be appropriated separately by the state rather than deducted from charter school operating budgets.

Appropriates general revenue funds for fiscal year 2016-2017 to pay charter school teacher bonuses for hard-to-fill school placements and National Board certification incentives, to be administered by the state public charter school commission.

Addresses fiscal inequity between department-of-education schools and charter schools by ensuring both types of schools receive equal treatment regarding teacher incentive funding.

Effective date: July 1, 2016.
