Establishes a licensing system administered by the Department of Agriculture requiring growers to submit fingerprints, documentation of compliant seeds, location information, and production methods ensuring proper disposal of non-commercial plant material.

Requires licenses to be valid for 24 months, non-transferable, and renewable; prohibits felons from obtaining licenses; mandates growers maintain records for three years and allow department inspections.

Authorizes the Department of Agriculture to promote research and development of industrial hemp markets and exempts authorized possession, use, sale, or transfer of industrial hemp for research purposes from drug-related criminal offenses.

Takes effect July 1, 2050.
