Expands advisory board membership eligibility to include agents, officers, and employees of Molokai irrigation system users, in addition to the system users themselves.

Removes the requirement that advisory board members be active general excise tax licensees.

Maintains the existing requirement that all advisory board members must be residents of the island of Molokai.

Becomes effective upon approval.
