Appropriates funds for start-up grants to newly approved pre-opening public charter schools for fiscal year 2016-2017 to address school overcrowding in areas where Department of Education schools are at or near capacity.

Requires grants to prioritize charter schools that will serve geographic areas with existing schools exceeding enrollment capacity or schools with low academic performance according to the State's Strive HI performance system.

Directs the State Public Charter School Commission to establish grant criteria and guidelines for the use of public funds.

Authorizes the State Public Charter School Commission to expend the appropriated funds for start-up grant purposes.
