Establishes a grant program administered by the Agribusiness Development Corporation to provide financial support for agriculture-related improvements to existing and emerging farms and agribusiness operations, with priority given to food production projects.

Requires grant applicants to comply with federal and state anti-discrimination laws, obtain applicable licenses and permits, maintain insurance, and indemnify the State against claims arising from grant-funded activities.

Eligible grant uses include agriculture projects on existing farms, modernization or expansion plans, equipment modification or replacement, new market or product development, and farmer advisory, training, and technical assistance services.

Requires grant recipients to submit quarterly expenditure reports to the corporation and mandates funds be disbursed within ninety days of approval.

Requires the corporation to submit an annual report on the grant program to the legislature at least twenty days before each regular legislative session convenes.
