Establishes a biosecurity program within the Department of Agriculture as a department-wide responsibility rather than confining it to a single branch to address biosecurity issues comprehensively.

Sets program objectives to prevent entry and interisland movement of pests, prohibited animals, and restricted organisms without permits, and to respond by eradicating, controlling, or suppressing pest populations.

Authorizes the department to implement pre-entry inspections with other states and countries, operate port-of-entry facilities for inspection and quarantine, develop post-entry pest control measures, and improve cargo inspection capabilities.

Requires the department to set charges for inspection, quarantine, and eradication services sufficient to cover operating costs and debt service on program facilities, with revenues deposited into the pest inspection, quarantine, and eradication fund.

Mandates the department to prioritize seeking federal and other funding sources and submit annual biosecurity program reports to the legislature no later than 20 days before each regular legislative session; effective July 1, 2016.
