Requires hunters to obtain written permission from landowners, occupiers, or their agents before entering private land to hunt or take wildlife.

Defines "written permission" to include electronic means of conveying and storing permission.

Preserves traditional and customary hunting rights under article XII, section 7, of the Hawaii State Constitution.

Does not affect rights, duties, penalties, or proceedings that existed before the bill's effective date.

Takes effect upon approval.
