Imposes a 66-cent surcharge on each retail transaction of prepaid wireless telecommunications service, to be collected by sellers from consumers at point of sale.

Requires sellers to separately list the surcharge on invoices or receipts and allows sellers to retain 3 percent of collected surcharges as an administrative fee.

Directs the Enhanced 911 Board to transfer all collected surcharges to the Enhanced 911 Fund within 30 days for deployment, sustainability, and development of enhanced 911 services.

Defines transaction location based on business location (in-person), shipping address, billing address, or mobile telephone address associated with the State.

Exempts minimal prepaid wireless service transactions (10 minutes or less, or $5 or less bundled with a device) from the surcharge and becomes effective July 1, 2017.
