Adds "Mamakakaua" to the "Daughters and Sons of Hawaiian Warriors" organization name and requires all membership organizations to maintain certificates of good standing with the State of Hawaii

Changes the four island-representative appointees to "at-large members" representing the city and county of Honolulu and the counties of Kauai, Maui and Kalawao, and Hawaii

Establishes an executive director position appointed by majority commission vote to serve as chief executive officer responsible for fiscal, administrative, and program development matters, with salary not to exceed that of department heads

Authorizes the commission chairperson to appoint an advisory committee of past members to provide historical and archival guidance, and clarifies the commission's role in coordinating and approving celebration events
