Consolidates the Office of Information Management and Technology and the Information and Communication Services Division into a new Office of Enterprise Technology Services under the Chief Information Officer's direction.

Establishes the Chief Information Officer as the State's primary information technology leader reporting directly to the governor, with authority over statewide IT governance, strategic planning, and technology standards.

Adds new responsibilities for the Chief Information Officer including coordinating executive branch IT budgets and procurement, developing multi-year IT strategic plans for departments, and establishing an information network for public access.

Removes statutory references to the Information and Communication Services Division and updates related statutes to reflect the new organizational structure and the Chief Information Officer's expanded role.

Takes effect on July 2, 2016, with existing rules, contracts, and appropriations remaining in effect until amended or repealed under the new office structure.
