Amends Hawaii's Uniform Parentage Act to authorize service by publication in paternity cases when defendants cannot be located or refuse to accept service by certified or registered mail.

Establishes that service by publication must occur once weekly for four consecutive weeks in a publication of general circulation designated by the court.

Requires the last publication date to be set at least 21 days prior to the return date stated in the summons, with publication having the same legal effect as personal service.

Allows courts to order publication when the defendant has evaded service, concealed themselves, or when the plaintiff cannot ascertain the defendant's address after reasonable inquiry.

Takes effect January 7, 2059.
