Creates new offense of criminal trespass onto state lands as a petty misdemeanor, applying to improved state land when closed to public or posted with "Government Property - No Trespassing" signs, and to state land on or under state highways.

Defines "improved state land" as state land with structures, buildings, facilities, or permanent alterations like grading or dredging, excluding minor improvements such as utility poles, signage, irrigation systems, fences, trails, or routine maintenance activities.

Amends criminal trespass in the second degree to include government agricultural lands without fencing or enclosure when posted with "Government Property - No Trespassing" signs, in addition to existing protections for fenced or enclosed agricultural lands.

Requires Attorney General to report to the legislature by twenty days prior to the 2018 regular session on the extent to which this Act has been utilized and any proposed legislation.

Takes effect July 1, 2016.
