HI SB2822

Authorizes the Hawaii Housing Finance and Development Corporation to develop mixed-use developments where housing is a significant component, in addition to commercial, industrial, governmental, educational, cultural, institutional, or industrial uses.

Expands the corporation's authority to partner with any state or county department or agency (not limited to the department of education and department of accounting and general services) in planning facilities and infrastructure as integral parts of mixed-use developments.

Defines "mixed-use developments" as developments containing affordable residential dwelling units combined with other uses, approved by the county, and subject to prevailing wage requirements and project labor agreements.

Amends the corporation's power to develop commercial and industrial properties by changing the standard from "and" to "or" in determining whether uses are integral to developments or can enhance resident lifestyles, and removes limitations on pricing for non-displaced commercial properties.

Takes effect July 1, 2016.
