Reduces the Pacific International Space Center for Exploration Systems board of directors from ten members to nine members.

Eliminates the ex officio nonvoting position for a National Aeronautics and Space Administration representative from the board.

Maintains three ex officio members: the space center's executive director (voting), the director of business, economic development, and tourism or designee, and the University of Hawaii president or designee.

Retains six appointed members from government, industry, and academia, with two members appointed from senate nominees, two from house nominees, and two appointed directly by the governor.

Effective date is July 1, 2016.
