Renames the Hawaii television and film development special fund as the creative media and film infrastructure special fund.

Expands funding sources for the special fund to include revenues from Hawaii film studio rental and operations, film permit processing fees, and motion picture/digital media tax credit processing fees.

Repeals the Hawaii television and film development board, which has been inactive for nearly ten years, along with its grant and venture capital investment programs.

Redirects special fund purposes to support department of business, economic development, and tourism operations including studio maintenance (averaging $150,000 annually), film office operations, creative media industry development, and workforce training programs.

Appropriates $500,000 from general revenues for fiscal year 2016-2017 to be deposited into the creative media and film infrastructure special fund and an additional $500,000 from the fund itself for departmental expenditures.
