Amends the definition of "eligible business activity" in Hawaii Revised Statutes Section 209E-2 to add renewable energy production as a new category.

Adds production of energy from solar, ocean thermal energy conversion, or hydrogen as eligible business activities for enterprise zone incentives.

Limits the new renewable energy incentive to real property within an enterprise zone that is under the control of the Natural Energy Laboratory of Hawaii Authority.

Requires that renewable energy projects must be conducted under a new lease executed on or after July 1, 2016 to qualify for incentives.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
