Requires the Office of Planning to conduct a comprehensive review of the Hawaii State Planning Act (chapter 226, Hawaii Revised Statutes) and recommend amendments to update the plan for current state needs.

Office of Planning must analyze formation, implementation, and coordination of the State Planning Act; identify conflicts between state and county plans; review state and county agency projects; and analyze the county planning process and its impact on permitting.

Office of Planning shall solicit public proposals for amendments and provide findings, recommendations, and proposed legislation to the legislature no later than 30 days before the 2018 regular legislative session.

Appropriates unspecified general revenues for fiscal year 2016-2017 to fund the Office of Planning's review, analysis, reporting, and update proposal activities related to the State Planning Act.

Effective date July 1, 2050.
