Appropriates funds for collective bargaining cost items negotiated with bargaining unit (8) for fiscal biennium 2015-2017, including $4,127,248 in general funds, $350,296 in special funds, $17,630 in federal funds, $2,876 in other federal funds, and $178,842 in revolving funds for FY 2015-2016.

Appropriates additional funds for FY 2016-2017 totaling $13,042,475 in general funds, $1,187,196 in special funds, $56,497 in federal funds, $9,113 in other federal funds, and $579,511 in revolving funds for the same bargaining unit agreement.

Appropriates $259,486 in general funds and $15,476 in special funds for FY 2015-2016 to provide salary increases and cost adjustments for state officers and employees excluded from collective bargaining but in the same compensation plans as bargaining unit (8) members.

Appropriates an additional $813,993 in general funds and $51,537 in special funds for FY 2016-2017 for excluded employees in the same compensation plans.

Appropriates $2,560,282 from general revenues for fiscal year 2016-2017 as a subsidy to the University of Hawaii to fund collective bargaining cost items for non-general and unbudgeted positions.
