Amends Act 55, Session Laws of Hawaii 2015, to adjust appropriations for collective bargaining cost items for Collective Bargaining Unit (14) for fiscal biennium 2015-2017.

Increases General Funds appropriation for FY 2016-2017 to $6,585,486 (from previously authorized $2,241,059).

Increases Special Funds appropriation for FY 2016-2017 to $561,439 (from previously authorized $184,471).

Increases Interdepartmental Transfers for FY 2016-2017 to $1,074,879 (from previously authorized $356,026).

Removes restriction limiting excluded state officers and employees to only those in the same compensation plans as collective bargaining unit (14), allowing broader eligibility for salary adjustments authorized under chapter 89C, Hawaii Revised Statutes.
