Appropriates $89,900,000 for fiscal year 2016-2017 to repay general fund cash advances to the capital projects fund for the purchase of the former Kapalama military reservation lands.

Appropriates $13,300,000 for fiscal year 2016-2017 to repay general fund cash advances made to the Hawaii Health Systems Corporation in 2002-2003 for employer retirement and health benefits contributions.

Writes off $103,200,000 in total outstanding general fund cash advances that the State recognizes will not be repaid through normal operations.

Corrects the general fund balance sheet by reducing both assets and liabilities by $103,200,000 to accurately reflect actual resources available and reduce capital projects fund liabilities.

Takes effect upon approval.
