Revises the definition of "domestic insurance holding company system" to include two or more affiliated persons with an ultimate controlling person formed in Hawaii prior to January 1, 1995, instead of January 1, 2000, and expands to include situations beyond state-only authorization.

Amends the "statement" definition to include filings under sections 431:11-104 through 431:11-104.5, expanding the scope of required disclosure documentation.

Expands the commissioner's examination authority to include affiliated entities within the insurance holding company system and allows examination of affiliates when an insurer fails to comply with orders.

Requires registration statements filed by insurers to include financial statements of the entire insurance holding company system including all affiliates, and adds a new requirement for information the commissioner may prescribe by rule.

Exempts non-insurance affiliates of domestic insurance holding company systems from the article's requirements and takes effect July 1, 2030.
