Repeals the joint formulary advisory committee established by the Department of Commerce and Consumer Affairs that previously recommended formularies for advanced practice registered nurses with prescriptive authority.

Grants the Board of Nursing sole authority to determine the exclusionary formulary for qualified advanced practice registered nurses with prescriptive authority.

Eliminates the nine-member advisory committee composition (2 APRNs, 2 physicians, 3 pharmacists, 1 UH medical school representative, 1 nursing school representative).

Allows the Board of Nursing to independently consult with other boards such as the Board of Pharmacy or Hawaii Medical Board if needed for guidance on prescription drug matters.

Takes effect upon approval.
