Authorizes the Department of Commerce and Consumer Affairs to issue citations to massage therapy licensees for specific violations including failure to display licenses, failure to ensure apprentices wear name tags, operating without a principal massage therapist present, and failure to include license numbers in advertisements.

Each citation shall be in writing, describe the violation with specific statute or rule cited, and may assess a fine of $250 per violation.

Licensees may submit a written request for a hearing before the board to contest the citation within 20 calendar days of service; if timely requested, a hearings officer conducts the hearing under chapter 91.

If a licensee does not request a hearing within 20 days, the citation becomes a final order of the board.

Failure to pay any assessed fine within 30 calendar days may result in further disciplinary action by the board; effective July 1, 2016.
