Repeals subsection (h) of Hawaii Revised Statutes section 467-11, which mandated a moratorium on real estate license renewal fee contributions when the education fund balance exceeded $1,200,000 at the end of any fiscal biennium.

Removes the requirement that the commission review and consider reducing license fees when the education fund balance threshold was exceeded.

Allows the Real Estate Education Fund budget to be subject to review and scrutiny through the department's rulemaking process rather than automatic statutory triggers.

Brings the Real Estate Education Fund operations into alignment with other operational funds managed by the Professional and Vocational Licensing Division of the Department of Commerce and Consumer Affairs.
