Repeals Section 302A-626 of Hawaii Revised Statutes, which provided annual increment and longevity step salary increases for Department of Education teachers and educational officers.

Removes references to Section 302A-626 in Sections 302A-623 and 302A-703, updating language to reference only Section 302A-625 for salary requirements.

Transfers authority for salary increases and step increases to collective bargaining negotiations under Section 89-9, Hawaii Revised Statutes, between the state and teacher/educational officer unions.

Changes the statutory language from "sections" to "section" in affected education code provisions to reflect the removal of the repealed section.

Takes effect upon approval.
