Lowers the Hawaiian blood quantum requirement for certain successors to Hawaiian home lands leases from one-quarter to one-thirty-second Hawaiian.

Applies the new one-thirty-second blood quantum requirement to husbands, wives, children, grandchildren, brothers, and sisters of deceased lessees.

Maintains the existing native Hawaiian blood requirement for more distant relatives such as parents, widows or widowers of children, and nieces and nephews.

Exempts from blood quantum requirements the descendants of non-native Hawaiians who were entitled to leased lands under the Act of May 16, 1934 or the Act of July 9, 1952.

Requires Congressional approval to take effect upon passage.
