Expands child abuse record checks to include inquiries into other states' child abuse and neglect registries for individuals who resided in those states during the past five years.

Adds sex offender registry checks as a requirement for applicants, household members, employees, and prospective employees of child care facilities and providers exempt under section 346-152.

Requires persons exempt from licensure but receiving child care subsidies to complete pre-service training, ongoing health and safety training, and submit to monitoring inspections by the Department of Human Services.

Makes it mandatory to deny applications or revoke licenses if applicants, household members, or employees are registered sex offenders or refuse to consent to background checks.

Effective date July 1, 2016; aligns state law with federal Child Care and Development Block Grant requirements under Public Law 113-186.
