Amends Hawaii Revised Statutes Section 338-15 to restrict amendments to birth certificates that change or establish a registrant's parent identity to only those made pursuant to court order or legal establishment of parenthood under chapter 584

Specifies that the Department of Health may not amend parental identity on birth certificates through standard late or altered certificate procedures

Clarifies that amendments changing or establishing parental identity shall not be treated as corrections of personal records under chapter 92F (Uniform Information Practices Act)
