Establishes Hawaii Health Insurance Programs within the Department of Labor and Industrial Relations as a temporary state health insurance exchange to comply with the federal Affordable Care Act and preserve federal funding.

Authorizes the Department of Human Services to develop and administer outreach required by the Affordable Care Act and adds this as a new duty under section 346-14.

Creates a small business health options program to help qualified employers and employees access qualified health plans and federal tax credits.

Creates an Affordable Care Act Legislative Oversight Committee composed of seven legislative members to provide oversight and make recommendations on program implementation.

Transfers records, equipment, and property from the Hawaii Health Connector to the Department of Labor and Industrial Relations and provides liability protections for the State related to the Connector's prior performance.

Authorizes temporary positions in DLIR and permanent positions in DHS, with section 2 of the act repealing on January 1, 2018.
