Authorizes the Executive Director of the Hawaii Civil Rights Commission to dismiss a discrimination complaint and issue a notice of right to sue when a reasonable cause determination has been made but conciliation fails within one hundred eighty days.

Grants the Executive Director discretion to either demand cessation of the unlawful discriminatory practice or dismiss the complaint for all discrimination cases covered under the commission's jurisdiction.

For fair housing complaints under chapter 515 and the federal Fair Housing Act, requires the Executive Director to demand cessation of the unlawful discriminatory practice rather than permitting dismissal.

Allows the Commission to reconsider the Executive Director's determination to dismiss a complaint and issue a notice of right to sue on the commission's own initiative, though such determinations remain subject to reconsideration but not judicial review.

Becomes effective July 1, 2091.
