Amends Section 377-9 of Hawaii Revised Statutes to allow the Hawaii Labor Relations Board to require complainants to serve copies of unfair labor practice complaints on respondents, rather than the board serving them.

Replaces outdated service methods (telegram and registered mail) with first class mail or electronic service through a board-designated company for complaints and hearing notices.

Requires written notice of hearings be provided at least 15 days before the scheduled hearing date via first class mail or electronic service, notwithstanding section 91-9.5.

Updates provisions for parties located outside Hawaii to include options for electronic mail service in addition to first class mail and filing with the lieutenant governor.

Takes effect upon approval.
